Meet the Attorneys

Pamela Cleary

Originally hailing from Chicago's south side, Pamela Cleary has practiced law in Indiana since 2001 and in Illinois since 2013.

A graduate of the College of St. Francis and Indiana University's Maurer School of Law, Pam is a former prosecutor and passionate advocate for children. Her experience representing children in special education cases began with two of her own and quickly blossomed into her legal practice.

Corbin Fowler

Originally from the small Ohio river town of Aurora, Indiana, Corbin Fowler has practiced law in Indiana since 2012.

A graduate of Purdue University and Indiana University's Maurer School of Law, Corbin is an experienced litigator who enjoys advocating for the voiceless and marginalized. His passion for representing children with disabilities--especially those with mental illness--stems from his personal and professional experiences with those affected by mental illness.

Special Education and Disability Discrimination Law

At Cleary/Fowler, we're dedicated to fighting for the rights of children with disabilities.

If your child attends public school and has a physical or mental impairment, federal law guarantees them the right to equal access to the classroom (typically through a Section 504 plan) and to an Individualized Education Program (IEP) that enables them to succeed academically in school.

To identify the children that need services, schools are required to identify, locate and evaluate all children with disabilities in their district. Federal law also protects disabled children who, as a result of their disability, violate a code of student conduct. For these students, a manifestation determination review (MDR) meeting must be held before the student can be suspended or expelled.
